Helping Northern Ireland respond to financial challenges
The political agreement at Stormont House in December 2014 signalled a consensus across the political parties in Northern Ireland on the need to address increasing fiscal pressures and budget cuts.
In response, the Department for Finance and Personnel (DFP) commissioned Deloitte to help it identify and assess opportunities for delivering cross-cutting reform of the public sector and meet the financial challenges that lay ahead.
Using our experience of working extensively with the Northern Ireland Civil Service (NICS) and of leading transformation across government and public sector globally, the Deloitte team (with subject matter experts sourced from across the firm) helped the DFP programme team co-facilitate workshops with senior civil servants, identifying a range of radical reform opportunities. Together with the DFP programme team, we also developed a framework for analysing the potential of these opportunities to improve both the efficiency and effectiveness of critical services for the NICS.
Our work was based on Deloitte’s 2014 State of the State report, which argued that the state needs to help the public sector deliver more with less as the UK focuses on reducing its deficit. We brought fresh thinking to a Reform Working Group comprising senior representatives from each department, to help them develop proposals for transforming service delivery.
